Carla Moonen has been the President of the board of the Royal Dutch Association of Engineering Companies since 2018. Since 2019, she has been a senator (member of parliament) for the political party D66, with a portfolio covering Social Affairs, Public Health and Taxation. She is also a member of the Parliamentary Assembly of the Council of Europe and serves on the Supervisory Boards of both the University Medical Hospital in Maastricht and the Jaarbeurs.

Previously, she served as Dijkgraaf (president of the Water Authority) for the Brabantse Delta Water Board. Therefore she was senior advisor at the Cabinet of the Prime Minister. She was a member of the Dutch delegation of global climate agreements and a representative of the Global Green Growth Forum. Carla Moonen is a Land and Water Management Engineer and holds a degree in Economics from Wageningen University.
